Human Rights Network - Uganda and other independent human rights groups hold a public dialogue at Hotel Africana to discuss the NGO Bill.

Some of the Parliamentary Committee members in attendance included the Chairperson of the Committee, the Shadow Minister of Internal Affairs Hon. Muwanga Kivumbi, and Hon. Theodore Ssekikubo.

Chapter Four's Nicholas Opiyo presented the keynote address on the dilemmas of the NGO Bill and what all stakeholders need to know.

HURINET'S Mohammed Ndifuna was the chair of the panel session during which Hon. Muwanga Kivumbi made a presentation on the Parliamentary perspective on the Bill, Ms. Margaret Sekaggya of Human Rights Centre Uganda discussed the human rights perspective of the Bill, and Mr. Ssewakiryanga Richard of the National NGO Forum addressed the general/key issues relating to the Bill as regards the operation environment for the NGOs.
