Chapter Four Uganda conducts activities under several program components to achieve the set objects of the civil liberties network and lobbying program.

 

Under this program, the organisation's goal is to establish constructive networks and solid working partnerships with civil liberties and civil society organizations, in order to be part of a formidable, unrelenting force that fights for the protection of civil liberties and human rights in Uganda.

We are conscious of the enormity of the task and the on-going initiatives by other organizations, and we will seek to foster a networking relationship with other organizations involved in similar work.

Chapter Four draws on the expertise of its networks in a variety of ways, including by partnering with organizations or firms for certain projects and hosting expert round-tables on particular topics.

NETWORK OF PUBLIC INTEREST LITIGATORS (NETPIL)

Chapter Four is appreciative of the pivotal place networks play in seeking to galvanize support and efforts to bolster effectiveness in the fight for the protection and promotion of civil liberties. It is especially important to create opportunities and forums that harness the expertise of like-minded and similar skilled entities, in order to strengthen and broaden the impact of the civil liberties engagement.

To this end, we have worked with the Public Interest Law Clinic (PILAC) of the Makerere University School of Law, to establish a Network for Public Interest Litigators (NETPIL).

ANNUAL FORUMS FOR POLICY ADVOCACY

One of our key objectives is to raise the bar and the profile of public interest litigation as a tool for transformation in policies, laws, and practices for the protection of civil liberties. In order to do so, we have developed a program for annual conferences for stakeholders involved in human rights and public interest litigation.

SPECIALISED TRAININGS 

Chapter Four Uganda focuses on providing specialized trainings for public interest litigators to build capacity. To avoid the danger of being lopsided and focusing only on the ‘how’, we ensure that trainings contain considerable and sufficient information on its thematic areas (the ‘what’), pointing out the aspects of prevailing challenge, and specifying positive strategies and opportunity for growth.

CASE REFERRAL DATABASE

Chapter Four Uganda is in a unique position to coordinate and consolidate litigative expertise and efforts geared towards the protection of civil liberties in Uganda. To achieve this, we are developing a case referral database for civic space (civil society organizations and pro-democracy actors) in addition to our active participation in responding to cases under other programs.

CIVIL LIBERTIES NETWORK

In addition to the coordination and establishment of constructive networks to foster civil rights protection, we appreciate the immense value of being a part of already existing networks and coalitions that have established themselves in human rights engagement. In this regard, Chapter Four Uganda has continued to solidify and formalize its membership in existing national, regional and international civil liberties’ networks.
