We generate in-depth research, analysis and documentation that can inform formidable advocacy on matters of civil liberties and human rights, in order to influence policy changes in Uganda. Chapter Four engages in advocacy at the national, regional and international levels, promoting improvements to law, policy and practice on civil liberties.

A major component of Chapter Four’s advocacy work involves advocating for the adherence to national, regional and international human rights standards espoused mainly under Chapter Four of the Constitution of the Republic of Uganda by using standards as a basis for assessing legislative and judicial developments.

Our documentation is concentrated in Uganda, the principal area of work and, as much as possible, covers the entire country with emphasis on marginalized and vulnerable groups.

AMICUS BRIEFS

Beyond establishing its niche, Chapter Four produces amicus briefs and other similar well researched documentation to assist in the successful and effective litigation on civil rights matters.

In addition to litigation, the organization employs lobbying techniques to ensure that from a proactive stance, the promotion of civil liberties and human rights are considered in the development of policies and laws in the country. Chapter Four’s lobbying strategies center on proactive approaches.

LEGAL AWARENESS AND HUMAN RIGHTS EDUCATION

Chapter Four maintains awareness and education initiatives directed towards the public for them to ably join in the conversation for policy and legal change. Importantly raising awareness on civil liberties issues decreases the incidence of civil rights abuses.

We endeavor to document, not merely blatant abuses of civil liberties, but also produce well researched analysis on policy and legislative trends that point either to a growing disregard, or to an improving adherence to human rights standards.

CAPACITY BUILDING AND TECHNICAL SUPPORT

Chapter Four continues to develop expertise in civil liberties litigation and research, particularly in its areas of thematic focus. Therefore, we provide technical support/assistance and capacity building in these areas in order to foster the protection of human rights. We provide skills to all stakeholders involved in the work of human rights.
