Network of Public Interest Litigators (NETPIL)

Chapter Four is appreciative of the pivotal place networks play in seeking to galvanize support and efforts to bolster effectiveness in the fight for the protection and promotion of civil liberties.

It is especially important to create opportunities and forums that harness the expertise of like-minded and similar skilled entities, in order to strengthen and broaden the impact of the civil liberties engagement.

To this end, we have worked with the Public Interest Law Clinic (PILAC) of the Makerere University School of Law, to establish a Network for Public Interest Litigators (NETPIL). We are currently working to develop the network further to serve as a coordinating point for civil liberties lawyers in Uganda.

The various efforts directed at public interest litigation in Uganda have been scattered and uncoordinated. This has compromised the impact of these cases, even in situations where success for the promotion and protection of human rights has been achieved.

On this background, we will work to ensure that network of public interest litigators provides that critical concerted and sustained space for energies and expertise to be leveraged for a much stronger influence on non-human rights compliant laws, policies and practices.
