The object of this Bill is to amend the Anti-Terrorism Act, 2002 to harmonise the definitions of “funds” “terrorism” and “acts of terrorism.” The Bill seeks to grant the Inspector General of Police (IGP) powers to freeze bank accounts or seize property or funds of any individual or organisation “if he or she has reason to believe” that such resources are being used to fund or support terrorism. The Bill further seeks to create an offence of “indirect involvement in terrorism activities”.
