The Human Rights Tracker (HRT) is an online platform for information gathering, monitoring, and archiving information on civil liberties violations.
The summarised information is visualized in an interactive web-based map platform documenting the categories of rights violated, nature of the violations, people or groups impacted by the violations, identification of the alleged perpetrator, and brief details of the incident.
The tool aims to support evidence-based human rights advocacy to support action for accountability and respect for freedoms.
This action aims to produce research reports on thematic civil liberties issues. We analyse data that has been systematically gathered over time and publish reports with insights to inform policymakers, raise awareness, support advocacy, and strengthen accountability by providing evidence-based information.
We use our human rights monitoring program to identify early warning signs by detecting factors that could trigger conflict and human rights violations for appropriate action. Since November 2020, Uganda has seen a wave of arrest and detention of its citizens by security operatives in the run-up to its 2021 elections. On 4 March 2021, the Minister of Internal Affairs released a list of 177 names to Parliament of missing Ugandans in detention following arrest. Earlier, in response to a public outcry over the disappearances, President Yoweri Kaguta Museveni had acknowledged the arrests of 242.
