Joint statement on the ill-treatment of displaced residents in Kween by UWA rangers

Chapter Four Uganda and the Kapchorwa Civil Society Organisations’ Alliance (KACSOA) strongly condemn the cruel, inhuman, and degrading treatment of over 300 displaced residents from Bukwo and Kween Districts at the Kabelyo Holding Camp, Kween.

Following the mudslides on October 30 and November 1, 2025, which claimed nearly 30 lives and displaced over 700 people, the government temporarily relocated over 300 individuals to the holding camp, under the orders of the Minister of State for Disaster Preparedness, Relief and Refugees.

On the night of November 3, 2025, at around 11:00 PM, Uganda Wildlife Authority (UWA) rangers violently attacked the displaced residents, accusing them of encroaching on a National Park Reserve. 

Despite clear authorization by the minister, the UWA rangers fired bullets, assaulted people, and vandalised tents provided by the Uganda Red Cross and the government. At least eight residents were severely injured, and several others remain missing. Three residents were arbitrarily arrested and briefly detained by the rangers.

These actions violate the constitutional protections against torture and cruel, inhuman, or degrading treatment as guaranteed by the 1995 Constitution and the Prevention and Prohibition of Torture Act, Cap. 130.

We urge the Uganda Police Force to investigate, identify, and hold the perpetrators accountable. We call on the UWA leadership to disclose the identity of the rangers and officials involved in the attacks and to cooperate with the police investigations to end impunity for such crimes.
