Chapter Four has reviewed the Sexual Offences Bill, 2019 that was presented on the floor of Parliament for the first reading and prepared this memorandum. We believe the memorandum will contribute to improving this Bill and ensuring that Parliament passes a law that is Human Rights compliant and protects the rights of all persons.
