This Issue Paper aims to contribute to discussions on the legal concerns and implications of the legal provision requiring mandatory memorandum of understanding (MOUs) between non-governmental organisations (NGOs) and local governments on the freedom of association in Uganda. The analysis serves as a resource for advocacy efforts aimed at improving the operating environment for civil society organisations.
